Islamabad, November 26, 2025 — Pakistan has voiced grave concern over the latest findings by the United Nations Special Procedures experts, which detail alleged illegal measures and systematic human rights violations by India in the Indian Illegally Occupied Jammu and Kashmir (IIOJK).
The concerns were formally stated by Foreign Office Spokesperson Tahir Hussain Andrabi, who emphasized that the UN report, issued on November 24, 2025, highlights the severe plight of the Kashmiri people under Indian occupation.
Key Findings and Allegations Highlighted
According to the Foreign Office statement, Pakistan views the experts’ observations with alarm, which include:
- Extensive Arbitrary Detentions: The report notes the arbitrary arrest and detention of nearly 2,800 individuals, including students, journalists, and human rights advocates.
- Draconian Laws: The continued application of draconian legislation, such as the Public Safety Act (PSA) and the Unlawful Activities (Prevention) Act (UAPA), is cited as facilitating indefinite and unjustifiable detentions.
- Systematic Violations: Instances of torture, custodial deaths, incommunicado detention, and denial of due legal process are deemed deplorable and deeply troubling.
- Suppression of Freedoms: The findings also document punitive demolitions, forced evictions, recurring communication blackouts, and severe suppression of press freedom, including the alleged blocking of 8,000 social media accounts.
- Discrimination Against Minorities: Pakistan noted that the findings reaffirm its longstanding concerns regarding state-sponsored persecution of Kashmiri Muslims, as well as the rise in hate speech, lynching, and harassment directed at Muslim and Christian communities across India.
Pakistan’s Demands to India and the International Community
Spokesperson Andrabi underscored that these findings reaffirm Pakistan’s long-held stance on the state-sponsored persecution in IIOJK. In response, Pakistan has put forth strong demands:
- Cease Coercive Measures: Pakistan called upon India to immediately cease its coercive measures in IIOJK.
- Unconditional Release of Detainees: India must unconditionally release all those arbitrarily detained in the occupied territory.
- End Persecution: India was urged to take concrete steps to end the persecution of all religious minorities, particularly Muslims and Christians.
- Reverse Repressive Policies: Pakistan demanded that India halt its repressive policies, reverse demographic changes, and comply with international law.
The Foreign Office spokesperson reiterated Pakistan’s unwavering commitment to a peaceful, just, and enduring resolution of the Jammu and Kashmir dispute in accordance with the relevant United Nations Security Council resolutions and the aspirations of the Kashmiri people.
